    AN ASSESSMENT OF GENDER BUDGETING IN LOCAL GOVERNMENT AUTHORITIES IN MALAWI

    This study aimed at assessing gender budgeting in local government authorities in Malawi particularly at Blantyre City Council, Luchenza Municipal Council, Mangochi Town Council and Mwanza District Council. The objectives of the study were to analyze the policy relating to gender budgeting; to assess gender budgeting implementation strategies; to analyze the effects of gender budgeting implementation; and to explore challenges facing gender budgeting implementation in local government authorities in Malawi. This was an empirical study based on qualitative research design, as such; the data were collected through key informant interviews and focus groups. The study revealed that implementation of gender budgeting in local government authorities in Malawi was generally not very systematic due to absence of many prerequisites for gender budgeting in local authorities as well as failure to follow prescribed mechanisms of implementation. Instead, the study revealed significant challenges which ranged from lack of leadership and coordination, lack of commitment and political will, lack of sex disaggregated data, lack of funding and human skills for gender budgeting, and absence of legislation to compel local government authorities to implement gender budgeting. Overall, the study revealed that gender budgeting in local government authorities in Malawi was not successful and not in support of both the literature and the conceptual framework.
