Students with disabilities continue facing many challenges after the enactment of the National SNE Policy Guidelines by Ministry of Education (MoE) in 2009.This study, therefore, was to further explore the implementation of National SNE Policy Guidelines in two selected secondary schools in South West Education Division, Blantyre urban, based on interpretative paradigm. The study involved 22 participants and it adopted qualitative methodology to address the issues at hand. Qualitative data was generated using semi-structured interview, observation and documentary analysis. Data was analysed using thematic analysis. The findings of the study revealed that secondary learners continue facing many challenges due to absence of user friendly infrastructure, understaffed of SNET, inadequate T/L materials and that monitoring is at automobile, hence partial implementation of NSNEPG. The implication of the study is that the government should ensure that National SNE Policy Guidelines should be implemented according to its goal of development .The study concludes that Implementation of National SNE Policy Guidelines will not be effective unless monitoring and supervision is done regularly in secondary schools.
